1. Housing Rights

Fair Housing: Landlords cannot discriminate against you because of your race, religion, national origin, immigration status, or the fact that you receive housing assistance.

Section 8 & Rental Programs: Refugees may apply just like anyone else.

Right to Safe Housing: You have the right to live in a place that meets health and safety codes.

2. Legal Rights with Police & ICE

You do not have to open the door if immigration officers come without a warrant signed by a judge.

You have the right to remain silent if questioned by police or immigration.

You have the right to an attorney—but in immigration cases, the government does not provide one for free. Many nonprofits offer free or low-cost help.

California is a “sanctuary state”: local police generally do not cooperate with ICE for immigration enforcement.
3. Employment Rights

You have the right to work legally with your Employment Authorization Document (EAD) or Green Card.

Employers cannot discriminate against you for being a refugee or because of your national origin.

You must be paid at least the California minimum wage ($16/hr in 2025; some cities higher).

You have the right to a safe workplace and to report unsafe conditions.

4. Health Rights

Refugees are eligible for Medi-Cal (free/low-cost health insurance) and Refugee Medical Assistance (RMA).

Hospitals cannot refuse emergency care because of your immigration status or ability to pay.

Mental health services are available through county health departments.

5. Education Rights

Children (ages 6–18) must attend school and have the right to free public education regardless of immigration status.

Schools cannot require a Social Security Number or proof of citizenship.

Refugee students may also get English as a Second Language (ESL) and counseling services.

6. Public Benefits Rights

Refugees are eligible for:

CalFresh (EBT/food stamps)

Medi-Cal
-
Cash Assistance Programs (RCA, CalWORKs if with children)

You cannot be denied these benefits because you are a refugee.

7. Identity & Documentation Rights

You can get a Social Security Number (SSN) as a refugee.

You can apply for a California ID or driver’s license at the DMV.

If you lose documents, resettlement agencies and legal aid can help you replace them.
